What is the "Proxy Settings" button for?

A Proxy "server" is a gateway that stands between a user's workstation and the Internet.  It can be used as a firewall/web filter, share network connections or a cache that stores common data requests to speed up browsing and cut down on web traffic.  The ICE software communicates with the IDM server out in the Internet and a proxy server may block the connection.  The Proxy Settings are used to configure the ICE software so that it can communicate through the proxy server.
